Attached for your review and action is a resolution to approve a $53,800.00 contract with Huron Valley Electric, Inc. and a $5,380.00 (10%) construction contingency to upgrade electrical service at the Ann Arbor Farmers Market.

Work to be completed includes installation of a new electrical panel, installation of new outlets, and the replacement of existing outlets with GFI outlets. The electrical service at the market is at capacity, and in order to provide outlets for the vendors not currently serviced within the market, a new panel needs to be added. The sole existing panel is too far away from several of the market stalls, and to improve efficiency and service these stalls, the new panel will be located closer to those stalls. The work to be completed also increases the capacity for vendors requiring refrigeration for their goods. The GFI replacement outlets are being installed to increase safety, as required by code. These improvements were part of the master plan that vendors desired included as part of the market improvements. The improvements are also referenced in the PROS plan.

Three bids were received for this project:

Huron Valley Electric, Inc. $53,800.00*
JG LaBelle, Inc. $53,900.00
Rauhorn Electrical, Inc. $109,276.00

*Lowest Responsible Bid.

A 10 % construction contingency is included to cover potential contract change orders to be approved by the City Administrator. It is requested that a $59,180.00 total construction project budget be established for the life of the project without regard to fiscal year. Funding is available in the approved FY 2010 Park Rehabilitation and Development Millage.

Huron Valley Electric, Inc. meets the living wage and prevailing wage requirements and received Human Rights approval June 30, 2010.
