Resolution to Approve a Contract with Nagle Paving, Inc. to Renovate Pathways at Veterans Memorial Park and Buhr Park ($147,055.00)
Memorandum
Attached for your review and action is a resolution to approve a $133,686.00 contract with Nagle Paving, Inc. and a $13,369.00 (10%) construction contingency to renovate asphalt pathways at Veterans Memorial Park and Buhr Park.

The pathway along Maple Road to the corner of Dexter Avenue at Veterans Memorial Park has severely cracked asphalt and is in need of replacement. Staff evaluates the condition of the pathways in the park system and this section was rated highest need due to its poor condition. One section of pathway is being removed as there are steep slopes that are not maintainable. This will not decrease access as there are still alternative pathways to reach Maple and Dexter.

The pathways to be replaced in Buhr Park include the access from Easy Street and the service drive/walkway to Cobblestone Farm Barn. These walks are also severely deteriorated due to age and for the Cobblestone path, due to service vehicles driving on the path for trash pickup and deliveries. The Easy Street access will be widened from 6’ to 8’ to accommodate pedestrians and bicyclists, and will also include grading and seeding to expand the storm water basin in that location. The path to Cobblestone Barn will maintain the same alignment, and will be constructed to meet the needs of service vehicles necessary for its operations.

The project was publicly bid in June, but no companies responded to the bid. Subsequently three bids were solicited, and only the following two bids were received:

Nagle Paving, Inc. $133,686.00*
S & J Asphalt, Inc. $138,389.00

*Lowest Responsible Bid

A 10 % construction contingency is included to cover potential contract change orders to be approved by the City Administrator. It is requested that a $147,055.00 total construction project budget be established for the life of the project without ...
