Memorandum
The attached resolution authorizes a two-year contract with Clean Energy Coalition (CEC) for a Community Energy Program Coordinator. The Community Energy Program Coordinator will be hired by CEC with input from City staff, work on site at City Hall with Systems Planning and Energy Office staff, and will be supervised by the Energy Programs Manager. The contract also includes technical assistance from CEC Building Technical Services staff to assist with developing a community energy financing program. Funding is available from the city's Energy Efficiency and Conservation Block Grant from the U.S. Department of Energy, for which this project is one of the approved grant components.

The Community Energy Program Coordinator will be responsible for developing and implementing energy education and outreach efforts to Ann Arbor residents and businesses, as well as helping implement a community energy financing program, such as a Property Assessed Clean Energy (PACE) program that would reduce or eliminate upfront cost barriers to energy efficiency and renewable energy investments.

Staff from the Systems Planning Unit solicited proposals for a Community Energy Program Coordinator under RFP-760 and interviewed three proposers. Clean Energy Coalition was chosen, in part, for their involvement with other local government energy efforts around the state, including Washtenaw County's weatherization program.
