Memorandum
The attached resolution authorizes an amendment to the City's grant agreement with the US Department of Energy (DOE) to remove $228,000.00 in local matching fund requirements from the $1,243,400.00 three-year Energy Efficiency and Conservation Block Grant (EECBG) project to improve energy efficiency and reduce energy use and fossil fuel emissions.
 
The original contract with DOE was approved by City Council in resolution R-09-501 on December 21, 2009, and included $228,000.00 in local matching funds from the City's Metro Expansion Fund for the purchase of LED streetlights. In order to provide more flexibility in administering the grant and meeting the City's budget needs, Energy Office staff worked with DOE on a contract amendment to remove the matching fund requirement.
 
City staff still anticipate using local funds to pay for additional LED streetlights and for the installation of the new LEDs purchased under this grant. However, installation is not an approved activity under the grant, and staff wishes to preserve maximum flexibility in the administration and expenditure of local funds.
 
This amendment does not in any way change the scope of this grant.
 
The Energy Office will continue to provide grant management services for this grant.

Whereas, The City of Ann Arbor set ambitious renewable energy and climate protection goals at the May 1, 2006 City Council meeting in Resolution R-172-5-06;
 
Whereas, The US Department of Energy has awarded the City of Ann Arbor a three-year, $1,243,400.00 Energy Efficiency and Conservation Block Grant (EECBG) to lead an effort to reduce fossil fuel energy use and greenhouse gas emissions throughout the Ann Arbor community;
 
Whereas, This grant advances the attainment of Ann Arbor's climate protection and renewable energy goals by funding a Community Energy Efficiency Initiative, Municipal Renewable Energy Installations, and LED Streetlight Upgrades;
 
Whereas, This grant was accepted by City Council in resolution R-09-501 on December 21, 2009;
      
Whereas, The City desires to remove $228,000.00 in matching fund requirements from the grant project;
 
Whereas, The US Department of Energy has approved this amendment to the EECBG grant agreement; and
 
Whereas, The Energy Office will continue to provide grant management services for this grant.
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to sign the amended grant agreements after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
 
RESOLVED, The City Administrator be authorized and directed to take the necessary administrative action to implement this resolution.
