Memorandum
The attached resolution will authorize the purchase of 180 LED fixtures from Madison Electric Company, selected in ITB-4089, to be installed at Cobblestone Barn and Wheeler Service Center.

The Michigan Bureau of Energy Systems awarded the City a grant for $218,712.00 to fund a variety of LED lighting installations. The grant was approved in City Council resolution R-10-153 on May 17, 2010 and covers 90% of equipment costs for the LED upgrades.

Staff from the Energy Office solicited bids (ITB-4089) for the fixtures. The bid had detailed specifications for our lighting expectations to ensure that the City receives optimal products from reliable suppliers. We received five (5) responses to the bid. Bids were evaluated in accordance with the specifications requested. The Cobblestone Barn fixture replacements included dimming controls and replacement of tracks and component equipment to adequately service this facility. Madison Electric Company was the only responsive bidder for the Cobblestone Barn fixtures. LEDs will replace four (4) metal halide high bay lights, five (5) sodium vapor high bay lights, and twenty-four (24) track lights with an equivalent number of LED fixtures.

Madison Electric Company also supplied the lowest responsive bid for outdoor lighting fixtures at the Wheeler Service Center. LEDs will replace sixteen (16) fueling canopy lights, one hundred and nine (109) wall pack security lights, and twenty-two (22) above-door luminaires with an equivalent number of LED fixtures.

ITB-4089 also included replacement fixtures for amounts below the $25,000.00 City Council approval threshold. Nineteen (19) metal halide high bay lights at Fire Stations #1 and #6 were awarded to Graybar Electric for $12,673.00, and fourteen (14) metal halide high bay fixtures at Mack Pool were awarded to Competitive Lighting for $11,460.26.
