Memorandum
Attached for your review and action is a resolution to approve a $241,736.00 contract with Nagle Paving, Inc. and a $24,174.00 (10%) construction contingency to renovate the parking lot and tennis courts at Veterans Memorial Park.

The parking lot and tennis courts are in need of repair, with cracking asphalt, deteriorated fencing, and ramps that do not meet barrier free code. This project would replace the asphalt, fencing, ramps, and some curbing. The fencing around the courts is from 1972 and in need of replacement. The courts were built in 1972 and have been resealed once since then and are badly in need of resurfacing. These tennis courts are some of the more heavily used in the Parks system and are lit, allowing for later use in the Spring and Fall. The configuration of the lot and courts will remain the same.

Three bids were received for this project:

Nagle Paving, Inc. $241,736.00*
ABC Paving, Inc. $249,954.45
T & M Asphalt $253,500.00

*Lowest Responsible Bid.

A 10 % construction contingency is included to cover potential contract change orders to be approved by the City Administrator. It is requested that a $265,910.00 total construction project budget be established for the life of the project without regard to fiscal year. Funding is available in the approved FY 2010 Park Rehabilitation and Development Millage.

Nagle Paving meets the living wage and prevailing wage requirements and received Human Rights approval June 9, 2010.
