Memorandum
This memorandum and resolution requests approval to award a contract to CI Contracting Inc. for the 2010 Sanitary Sewer Manhole Replacement Project in the amount of $216,945.00.
 
This project involves replacing four dilapidated sanitary sewer manholes in four separate locations in the City.  The existing manholes are upwards of 85 years old and in varying stages of decomposition.  Each manhole was originally constructed with house bricks.  Corrosion from exposure to hydro-sulfuric acid, vibration from traffic, decades of freeze/thaw cycles and variations in hydrostatic soil pressures have combined to deteriorate the manholes.  Observed decomposition includes spalling, weakened mortar and missing bricks.  
 
The City received the following six bids for construction services:
CI Contracting Inc.                              $216,945.00
Dunigan Brothers, Inc.                         $281,000.00
Eagle Excavation, Inc.                        $357,000.00
Stante Excavating Co.                        $383,244.00
Sinatech Construction                        $498,900.00
Douglas N. Higgins, Inc.                        $519,000.00
 
Since CI Contracting Inc. submitted the lowest responsible bid in the amount of $216,945.00, it is recommended that the bid from CI Contracting Inc. for $216,945.00 be accepted, and that CI Contracting Inc. be awarded the contract for the 2010 Sanitary Sewer Manhole Replacement project.  
 
The total cost of the project is anticipated to be $310,800.00 and includes a contingency in the amount of $21,694.50 for CI Contracting Inc. for change orders to be approved by the City Administrator.
 
CI Contracting Inc. received Human Rights approval on May 18, 2010, and complies with the living wage ordinance.
 
Funds for this project are included in the approved FY2010 Sanitary Sewer Capital Budget.

Whereas, Replacement of dilapidated manhole structures is necessary to extend the service life of the greater sanitary sewer system;
 
Whereas, Council approved associated funding in the FY2009 and FY2010 Capital Budgets and those funds remain available;
 
Whereas, Of the three bids received, CI Contracting Inc. provided the lowest responsible bid in the amount of $216,945.00; and
 
Whereas, CI Contracting Inc. received Human Rights approval on May 18, 2010, and complies with the Living Wage Ordinance;
 
RESOLVED, That Council accepts the proposal and awards a contract to CI Contracting Inc. in the amount of $216,945.00 for the Contract for the 2010 Sanitary Sewer Manhole Replacement;
 
RESOLVED, That a contingency in the amount of $21,694.50 is approved to finance change orders to the contract with CI Contracting Inc. to be approved by the City Administrator;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the contract for services after approval as to substance by the City Administrator and approval as to form by the City Attorney;
 
RESOLVED, That the City makes the following declaration for the purpose of complying with the reimbursement rules of Treas. Reg. 1.150-2 pursuant to the Internal Revenue Code of 1986, as amended, that the City reasonably expects to reimburse itself for expenditures for the costs of the Project with proceeds of Bonds;
 
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution; and
 
RESOLVED, that the funding for this project be available for the life of the project until expended without regard to fiscal year.
