Resolution to Approve Amendment No. 1 to the Professional Services Agreement with Midwestern Consulting, LLC ($21,650.00) for the Newport Creek Culvert Crossing Project

This is to recommend approval of the attached resolution to amend the Professional Services Agreement (PSA) with Midwestern Consulting, LLC for additional engineering design and construction consultation services.
The purpose of this project is to replace the inlet and outfall of the existing culvert and to stabilize the slope from the existing culvert to Newport Road. In recent years, during severe rain events, the embankment on the upstream end of the culvert has been washed out by floodwaters, causing the collapse of a section of Newport Road over the culvert.
This project includes the upsizing of the culvert under Newport Road and construction of a new concrete headwall to prevent future erosion. In addition, the project was expanded to include several improvements to stabilize the culvert crossing downstream at Huron River Drive, including a gabion basket headwall and waterproof liner. These additional improvements were determined to be necessary due to the increased flow that will be passing through the Newport Road culvert. Construction is scheduled to begin in July 2010.
Midwestern Consulting, LLC was awarded a professional services agreement for $57,084.21 for engineering services to perform the design work for the Newport Creek Culvert Crossing Project.
Amendment No. 1 to the existing professional services agreement with Midwestern Consulting, LLC will include the additional surveying and engineering design work associated with the expanded scope of work, as well as construction consultation services on an as-needed basis for the project.
