Attached for your review and approval is a resolution to approve a grant contract with the Michigan Department of Transportation-Bureau of Aeronautics (MDOT-Aero) in the amount of $101,200.00 for the completion of two projects at the airport. 

 

The first project is the airfield markings, signage and energy upgrade project to meet the current Federal Aviation Administration (FAA) requirements for pavement markings and signage.  The current airfield signage does not adequately identify all taxiways at the airport which hinders an air traffic controller’s ability to provide taxiing instructions for those unfamiliar with the airport layout.  The project will upgrade existing airfield signage and add additional signage where necessary to meet the FAA design requirements. The use of LED lighting in this signage will also reduce operating and maintenance costs to the airport. 

 

This project will also upgrade pavement markings on the airfield.  These paint markings provide guidance to aircraft users based on the type of marking.  These markings include designations of movement and non-movement areas, hold lines and other informational guidance to aircraft pilots.  The energy upgrades part of the project includes the conversion of lighted airfield signage to LED and also making the airfield lighting mic-controlled after the air traffic control tower is closed.  Airfield lighting is currently left on all night long.  Mic-controlled lighting allows a pilot to activate the airfield lights prior to landing via radio.  The lights stay on for a pre-determined time to allow the pilot to taxi to their location and then shut off.  Since the airport gets minimal traffic after dark, this change should have a very positive impact on operational costs.  The energy upgrades included in this project are also supportive of the airport’s FlyGreen initiative.

 

The second project will result in the completion of an Exhibit “A” property survey as required by MDOT-Aero.  The airport is comprised of over 700 acres which is made up of many different parcels of land accumulated over the years.  There are also dozens of easements on this property.  The Exhibit “A” document is a complete certified boundary survey of the airport property with property corners monumented. 

 

The grant amount of $101,200.00 is comprised of $96,140.00 in federal funds, $2,530.00 in state funds and $2,530.00 in airport matching funds.  The airport’s share of this grant is included in the airport’s current operating budget.  All funding (local, state and federal) for this project will come from fees paid by users of aviation industry services.  The grant is administered by MDOT-Aero and they will make payments directly to the contractor for grant eligible expenses. 

 

The Airport Advisory Committee has reviewed and recommended that Council approve these projects.

Whereas, The Airport has determined there is a need to improve airfield marking, signage and energy systems to ensure compliance with current Federal Aviation Administration (FAA) design requirements;

 

Whereas, The Michigan Department of Transportation-Bureau of Aeronautics (MDOT-Aero) is requiring that the Airport prepare an Exhibit “A” certified property boundary survey and map;

 

Whereas, The FAA and the MDOT-Aero have approved funding and support for the completion of these projects;

 

Whereas, The MDOT-Aero, the Airport Advisory Committee, and City staff recommend that City Council approve the grant agreement;

 

Whereas, MDOT-Aero will administer the grant, including making payments for services directly to the contractor or consultant(s); and

 

Whereas, The local matching funds ($2,530.00) for this agreement are available in the approved Airport operations and maintenance budget;

 

RESOLVED, That the City Council approve grant contract number 2010-0280 with the Michigan Department of Transportation-Bureau of Aeronautics in the amount of $101,200.00 for airfield marking, signage and energy upgrades and the completion of an Exhibit “A” property survey and map at the Ann Arbor Municipal Airport;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to sign said agreement upon approval as to form by the City Attorney, and upon approval as to substance by the City Administrator; and

 

RESOLVED, That the City Administrator be directed to take the necessary administrative actions to implement this resolution.
