Attached for your review and approval please find a resolution that will approve a professional services agreement between the City of Ann Arbor and Lazer Technologies, Inc. to provide supplemental telecommunications systems technical support the next six to nine months.

With a planned telecommunications support staff retirement, residual installation and maintenance issues surrounding the new Mitel phone system, a planned August Data Center move, the technology turn-up of the new PD/Court building and the planned introduction of the Mitel phone system to the 15th District Court simultaneous with their relocation to Court/PD building all pending, the existing Infrastructure Specialist resources are not sufficient to successfully meet the aforementioned commitments while still meeting the primary day-to-day and additional project commitments already underway.

The staffing strategy employed by the City’s Information Technology Service Unit is to occasionally augment staff with contracted services when the demand for IT services outstrips the supply of in-house resources. This is the situation the City Information Technology Service Unit currently faces.

By bringing in a temporary Telecommunications Specialist, the City’s Information Technology Service Unit can focus a technical specialist on a series of specific challenges and address them in an efficient and effective manner. Upon completion of the specific projects, the Information Technology Service Unit will reassess the need for additional resources and make the necessary staffing recommendations.

Lazer technologies, Inc. received Human Rights and Living Wage approval on May 12, 2010. Funding for the additional services being requested is available in the FY2011 Information Technology budget.
