Attached for your review and approval is a resolution to authorize a Professional Services Agreement with Testing Engineers & Consultants, Inc. (TEC) for construction materials testing services in the amount of $28,710.00 for the improvements to Plymouth Road (Nixon Rd to US-23) and to Green Road (Plymouth Rd to Baxter Rd).
Project construction includes milling the existing asphalt surface, repairing the underlying pavement and roadway base, removing and replacing sections of concrete curb and gutter, repairing storm sewer catch basins, reconstructing sidewalk ramps, placing new concrete pads at the AATA bus stop waiting areas, installing new pedestrian traffic signals and placing a new asphalt surface. On Plymouth Road a special treatment designed to help retard cracking will be applied before the new asphalt is placed.
The project is anticipated to begin in mid-June, 2010 with the Plymouth Road work starting first and being complete by early September, 2010. Construction on Green Road will follow immediately thereafter. The entire project is scheduled to be complete by mid-November, 2010.
We received proposals from seven firms for the required construction materials testing services. Project Management staff evaluated the proposals and selected TEC based on the proposal, staff qualifications, past involvement with similar projects, and cost. TEC received Human Rights and Living Wage approval on May 11, 2010.
Services to be performed include all the required testing for soils, aggregates, asphalt, and concrete. Funds for the requested services are available in the project budget for the improvements to Plymouth Road (Nixon Rd to US-23) and to Green Road (Plymouth Rd to Baxter Rd).
