Attached for your review and approval, please find a resolution to approve an agreement between the City of Ann Arbor and the Michigan Department of Transportation (MDOT) for improvements to Plymouth Road between Nixon Road and US-23 and to Green Road between Plymouth Road and Baxter Road. This Agreement is required for the project to receive its share of Federal American Recovery and Reinvestment Act (ARRA) Funds.

The existing Plymouth Road and Green Road pavements are showing the signs of age and continue to deteriorate. Reflective cracks on Plymouth Road resulting from the underlying concrete pavement continue to expand allowing water to penetrate the pavement structure. Previous construction and maintenance activities designed to retard and seal these cracks have outlived their effectiveness. On Green Road severe cracking indicates areas of fatigued pavement resulting again from water penetrating the pavement structure coupled with the effects of repeated freeze-thaw cycles during the winter months.

The improvements proposed with this project will address the above deficiencies and extend the serviceability and pavement life of these roads, along with improving roadway drainage, ride quality and safety for motorists. They include milling the existing asphalt surface, repairing the underlying pavement and roadway base, removing and replacing sections of concrete curb and gutter, repairing storm sewer catch basins and placing a new asphalt surface. On Plymouth Road a special treatment designed to help retard cracking will be applied before the new asphalt pavement is placed.
