Memorandum
Attached for your review and approval is a resolution to award a contract to Ferguson Enterprises, Inc. in the amount of $464,885.40 for the Plymouth Road Water Main Replacement Project.

The existing water mains on Plymouth Road in a vicinity of Point Lane and Barton Drive are in poor condition and have experienced excessive breaks in the past. The proposed work include replacement of approximately 1,077 feet of 20-inch Ductile Iron Water Main and 392 foot of 12-inch Ductile Iron Water Main in two location and all related work.

The project design included Alternate 1 - Slip Lining and Alternate 2 - Open Cut water main installation. Contractors were invited to bid on either alternate.

The project was advertised on Michigan Intergovernmental Trade Network (MITN) and plans and specifications were distributed electronically to contractors, subcontractors, and suppliers. Seven bids for the construction were received and opened on Friday, April 30, 2010. The lowest responsible bid from Ferguson Enterprises, Inc. of $464,885.40 is approximately 15% below the Engineer’s Estimate.

The funding for this project is available in the approved capital budget and will be advanced from the Water Supply System Operating Fund Balance pending the sale of Water Revenue Bonds.

The construction of the project is scheduled to begin in June 2010 and to be completed in August of 2010.

Ferguson Enterprises, Inc. received Human Rights approval on May 6, 2010 and complies with the living wage ordinance.
