Memorandum
Attached for your consideration is a resolution to approve the 2010 Ann Arbor Jaycees Carnival to be held at Pioneer High School from Thursday, July 8 to Sunday, July 11, 2010.

After a number of years with few problems at the Jaycees Summer Carnival, Police presence was reduced in 2007. However, serious problems occurred during the 2007 event, and in an effort to regain control of the event, and following discussions in 2008 between the sponsor and Police Services, scheduled Police presence was to be significantly increased from 5:00 PM to closing each night, with the doubling of the number of officers and the addition of a supervisor as well as a reduction in late evening hours.

Due to the problems that occurred in 2009 Police presence will be further increased this year, especially during the evening hours. Police staffing will begin prior to each day’s opening and continue for a period of time after closing.

Police costs for the past 3 years were:

2007 - $4,000.00
2008 - $9,000.00
2009 - $9,500.00.

Estimated Police presence for 2010 is $13,400.00.

As a result of the problems that occurred in 2009 and after discussions with Police Services in 2009, in addition to increased Police presence, the sponsor has agreed to:

· Fence the event area to limit multiple access/egress points in and out of the carnival area similar to 2009
· Restrict access to fair grounds after 9:00 P.M. to only “paid admission” patrons
· No access to fair grounds after 10:00 P.M. to “new” patrons

Proposed hours of operation for 2010 are:

Thursday, July 8 - 4:00 - 11:00 PM
Friday, July 9 - 4:00 - 11:00 PM
Saturday, July 10 - 1:00 - 11:00 PM
Sunday, July 11 - Noon - 8:00 PM
