Memorandum
The attached resolution will authorize the purchase of 88 LED streetlight retrofit fixtures from Lumecon. The purchased fixtures will be installed in the project boundaries of the W. Stadium Project.  
 
In October 2007, The Public Services Area solicited bids, # 3903, for 1,000 LED streetlight retrofits fixtures as part of the Downtown LED Streetlight Conversion process.  Lumecon was the lowest responsible bidder for that solicitation.  As a result of that bid, City Staff worked with Lumecon directly in the final design of the lighting engine and as a result Lumecon is the sole source for this product in continuing the City's LED conversion project.
 
The City has received a US Department of Energy for Energy Efficiency and Conservation Block Grant in the amount of $1,243,400.00.  Council accepted the grant and appropriated the monies to fund LED streetlight conversions with resolution R-09-501 on December 21, 2009.  The project includes LED streetlight upgrades for the approximately 800 city-owned streetlights within the City of Ann Arbor.  As is the case with the Stadium Bridges project, throughout the City, fixtures will vary in wattage and style by area or project.  Therefore, we anticipate ordering in quantities that are appropriate to a specific location where we are installing and manageable in inventory.
 
City staff from the Public Service Area, Field Operations Unit will install the 88 LED fixtures on the W. Stadium ornamental streetlights.  This installation process is expected to take six to eight months.  The annual cost savings to the City will be $107.00 a year in energy and maintenance costs for each ornamental streetlight that is retrofitted.  There are approximately 88 ornamental lights along W. Stadium, and the total cost savings to the City is estimated to be $9,416.00 annually at current electric rates.  
 
Lumecon received Human Rights approval on May 3, 2010.
 
Grant funds will be available for the life of the project regardless of fiscal year. The Energy Office will provide grant management services and Field Operations will serve as project manager.

Whereas, Lumecon was the lowest responsible bidder of bid no. 3903 in 2007 resulting in the sole-source design for this product;    
 
Whereas, Lumecon received Human Rights Approval on May 3, 2010;
 
Whereas, The City of Ann Arbor was a recipient of a US Department of Energy for Energy Efficiency and Conservation Block Grant in the amount of $1,243,400.00;
 
Whereas, LED Streetlight upgrades are a component of this grant;
 
Whereas, the annual cost savings to the City for energy and maintenance upon installation in the 88 ornamental streetlights on W. Stadium will be $107.00 per pole for an annual savings of $9,416.00; and
 
Whereas, This grant will assist the City of Ann Arbor in continuing its leadership role in the installation of LED Light bulbs for energy conservation and cost savings;
 
RESOLVED, That a purchase order in the amount of $58,872.00 be authorized to Lumecon for the purchase of 88 LED streetlight retrofit kits; and
 
RESOLVED, That the City Administrator is authorized to take the necessary administrative actions to implement this resolution.
