Resolution to Accept Grant and Appropriate Funds from the Michigan Bureau of Energy Systems ($218,712.00) (8 Votes Required)
Memorandum
The attached resolution authorizes a grant agreement with the Michigan Department of Energy, Labor and Economic Growth (DELEG) Bureau of Energy Systems (BES) to accept a $218,712.00 Energy Efficiency and LED Demonstration Grant for the City of Ann Arbor to install additional LED streetlights, as well as other LED lighting at eight City-owned facilities.
On May 1, 2006, City Council passed resolution R-172-5-06, setting three strong renewable energy targets for the City: 30% renewable energy for municipal operations by 2010; 20% renewable energy for the Ann Arbor community by 2015; and, a 20% reduction in greenhouse gas emissions from 2000 levels for the Ann Arbor community by 2015. Recognizing that energy efficiency is an important contributor to meeting these goals - and that LED lighting can reduce lighting energy use by 40% or more - the Energy Office has been awarded funding for a variety of LED installations.
This grant will pay 90% of the cost of the equipment for the following LED installations:
· Cobblestone Barn (second floor rental space)
· Mack Pool deck
· Veterans Pool lobby
· City Hall - Council Chambers
· Wheeler Service Center (fueling canopy and other outdoor lighting)
· Fire Station #1 garage
· Fire Station #6 garage
· 4th and Washington Parking Structure (below-ground floors only)
· LED Streetlights (50 fixtures)
Matching funds for the remaining 10% of the equipment cost and installation of the new fixtures is available in the various facilities' maintenance budgets. The Downtown Development Authority (DDA) will be responsible for $5,499.00 in matching funds associated with the 4th and Washington installations. The Energy Fund will provide funding for educational displays at the different facilities and for an informational website describing the installations.
Finally, the Energy Office is partnering with Cree, Inc. to host an LEDCity "Council Meeting" in Ann Arbor on September 16, 2010 to showcase Ann Arbor's LED installations to attendees from other local governments in the region. Cree will provide $33,650.00 in matching funds toward this event.
Subgrantee agreements with Cree and the DDA will be established to clarify roles, including responsibility for matching funds. Grant funds will be available for the life of the project regardless of fiscal year, and the Energy Office will provide grant management services.

Whereas, The City of Ann Arbor set ambitious renewable energy and climate protection goals at the May 1, 2006 City Council meeting in Resolution R-172-5-06;
Whereas, The Michigan Bureau of Energy Systems has awarded the City of Ann Arbor a $218,712.00 Energy Efficiency and LED Demonstration Grant to install LED streetlights and LED lighting at eight City-owned facilities;
Whereas, This grant advances the attainment of Ann Arbor's climate protection goals by funding LED lighting upgrades that reduce lighting energy use by 40% or more;
Whereas, Funds for the City's $45,000.00 match is available via in-kind staff time from the Energy Programs Manager and the various facilities' FY10 maintenance budgets;
Whereas, Subgrantee agreements will be established with project partners Cree, Inc. and the Ann Arbor Downtown Development Authority; and
Whereas, The Energy Office will provide grant management services for this grant;
RESOLVED, That the City accept the Michigan Bureau of Energy Systems grant of $218,712.00 to fund LED lighting upgrades;
RESOLVED, That the Mayor and City Clerk be authorized and directed to sign the grant agreements after approval as to substance by the City Administrator and approval as to form by the City Attorney;
RESOLVED, That the grant funds be appropriated to the FY10 Energy Office Grant Fund (Fund 00MG) for the life of the project, regardless of fiscal year; and
RESOLVED, The City Administrator be authorized and directed to take the necessary administrative action to implement this resolution.
