Memorandum
The 2010 Ann Arbor Summer Festival’s “Top of the Park” takes place annually from mid-June through mid-July. For the past several years “Top of the Park” was displaced from its regular site at the University of Michigan Fletcher Street parking structure due to construction activity in and around that facility. With the support of the City and the University, “Top of the Park” was temporarily relocated to E. Washington Street and Ingalls Mall. Because of the community’s positive response to the new site, the Ann Arbor Summer Festival is requesting the City approve a resolution authorizing the closure of E. Washington Street between Fletcher Street and Thayer Street from mid-June through mid-July annually to provide a stage for the event and to provide related City services to the sponsor of this annual event. Approval of the event and street closing would be reviewed on an annual basis with input and recommendations from City services areas and agencies.

The University of Michigan has already indicated its willingness to permit the Ann Arbor Summer Festival to continue to hold “Top of the Park” activities on Ingalls Mall. The Ann Arbor Summer Festival is requesting similar support from the City as it relates to holding the event on E. Washington Street between Fletcher Street and Thayer Street.

The Ann Arbor Summer Festival is requesting that the City approve the closure of E. Washington Street between Fletcher Street and Thayer Street from June 14 through July 14, 2010. The event itself will run from June 18 through July 11, 2010.

The Ann Arbor Summer Festival has agreed to provide insurance in accordance with the City’s requirements for use of the public right-of-way.
