Attached for your review and approval is a resolution to approve an amendment to the professional services agreement with Testing Engineers & Consultants, Inc. (TEC) for construction materials testing services for the Ann Arbor Municipal Center in the amount of $74,183.00.

Work on the addition must be tested in accordance with the 2006 Michigan Building Code. In general this includes shop and field inspections of the work, field and laboratory testing of construction materials, and engineering services to support and document the results. Examples of items tested are concrete strength, density and compaction testing of backfill, placement of reinforcing steel, masonry strength, structural steel (welding, bolting, and fabrication), roofing, and fireproofing.

More testing has been required than estimated by TEC at the start of the project a year ago. The testing is paid for via unit prices for specific tests and hourly rates for personnel. The original estimated amount was $93,962.00, with a contingency amount of $5,000.00. The roofing/curtain wall inspections were underestimated by TEC, and there were problems with the air barrier that required additional, unanticipated testing. Concrete testing required more inspector hours because there were more (but smaller) concrete pours than estimated. Overtime costs to keep pace with the contractor’s aggressive schedule also exceeded the estimate. The new estimated total cost of testing is $168,145.00. The original contingency amount of $5,000.00 is continued to allow the City Administrator to approve change orders.
