Resolution Authorizing Staff to Review and Approve the University of Michigan Temporary Traffic Control Plan for the May 1, 2010 Commencement

Attached for your review and approval is a resolution authorizing the staff to review, approve, and assist the University of Michigan with their temporary traffic control plan for the May 1, 2010 commencement.
President Barack Obama will deliver the commencement address at the Spring Commencement ceremony, which is scheduled to take place on Saturday, May 1, 2010 in Michigan Stadium. The City has been working with University staff to coordinate security and logistics for this event.
The University’s preliminary traffic control plan includes the temporary closure of S. Main Street from Stadium Blvd to Pauline Blvd, E. Keech Ave and Greene Street south of E. Hoover. In addition the most northerly lane on E. Stadium Blvd will be closed to through traffic. The designated alternate route for the S. Main Street traffic will be W. Stadium Blvd, S. Seventh Street and Pauline Blvd. Tentative hours of operation are from midnight on April 30, 2010 to 3:00 p.m. on Saturday May 1, 2010. The University will contact the neighbors via postcards to inform them about the upcoming road closures.

Whereas, The University of Michigan will hold its annual Spring Commencement at Michigan Stadium on Saturday, May 1, 2010;
Whereas, The participation of the President of the United States in the Commencement ceremonies requires extensive preparation in and around the University’s Football Stadium;
Whereas, For safety and security reasons, the traffic lanes on S. Main Street, E. Keech Ave, Greene Street and East Stadium Blvd must temporarily be closed to vehicular traffic, except authorized bus traffic;
