Memorandum
Attached resolution seeks authorization to amend and increase the established AAPD In-Car Audio/Video project budget in the amount $181,500.00, including a 10% contingency, with funds available from an AAPD 2009 grant award from the United States Department of Justice Assistance Grant program, to complete installation of the digital systems in the rest of the AAPD fleet and amend the existing contract with L3 Communications to include an additional system component.
 
AAPD officers encounter many of the same issues found in other local municipalities, policing the Ann Arbor area requires a solution that keeps AAPD personnel in constant contact with command and dispatch staff while providing the ability to effectively capture, store and manage audio and video evidence.  The digital In-Car Audio/Video system incorporates high-performance cameras with a wide angle lenses with wireless microphones to accurately record events as they occur, dramatically improving the way that evidence is collected, documented and presented.  The digital In-Car Audio/Video system is complemented by a robust support infrastructure providing distributed, wireless evidence collection and tightly controlled records distribution.   All system components are specifically designed for the law enforcement environment and are specified to operate in vehicles without compromising officer safety, the safety systems of the vehicle or the previously installed communication systems of the vehicle.
 
Resolution R-08-382 awarded L3 Communication Mobile-Vision, Inc. a contract, based on , RFP No. 694, for the installation of  In-Car Digital Video/Audio System in AAPD vehicles. Based on the per-vehicle pricing in the approved contract and the previously approved budget for the project, sixteen vehicles have been equipped the digital In-Car Audio/Video system.   AAPD is requesting amendment of the contract and the increase in the project budget to allow it to complete installations in the rest of the fleet as well as add an automatic license plate reader to the system.  
 
Resolution R-09-322 accepted and appropriated the City grant award from the 2009 Edward Byrne Memorial Justice Assistance Grant from the United States Department of Justice Bureau of Justice Assistance to Police Services.  Authorized projects under the terms of the grant included Police Patrol Division Technology Improvements.   Use of available funding from this grant will allow the City to add the automated license plate reader system, fully integrated with the In-Car Audio/Video System and only available through L3 Communications Mobile-Vision, Inc., as well as increase the number of patrol vehicles with the system.
 
Funding for the increase in the established project budget is available from the established JAG Grant Fund.  The remainder of the project budget was funded from the approved FY 2010 Information Technology Fund budget.
 
L3 Communications Mobile-Vision, Inc. received Human Rights and Living Wage approval on August 7, 2009.

Whereas, The City of Ann Arbor Police Department would like to expand the number of police vehicles with In-Car digital Audio/Video systems which will allow personnel to be in constant contact with command and dispatch staff while providing the ability to effectively capture, store and manage audio and video evidence;
 
Whereas, Resolution R-08-382 awarded to L3 Communications Mobile a contract for installation of an In-Car Digital Audio/Video System in identified patrol vehicles, and a project budget was established and funded from the  approved FY2010 in the Information Technology Fund budget;
 
Whereas, The award of a 2009 United States Department of Justice Bureau of Justice Assistance to Police Services for patrol division technology improvements makes available additional funding to integrate an automated license plate reader system with the existing In-Car Audio/Video System and expand the number of  patrol vehicles with the system;
 
Whereas, The automated license plate reader system is only available through L3 Communications Mobile-Vision, Inc.;
 
Whereas, L3 Communications Mobile-Vision, Inc. received Human Rights and Living Wage approval on August 7, 2009; and
 
Whereas, Funding for these services is available from the 2009 JAG Grant Fund and the approved FY2010 Information Technology Services Unit budget;
 
RESOLVED, That City Council approve Amendment No. 1 to the services agreement with L3 Communications Mobile-Vision, Inc. to complete the digital In-Car Audio/Visual  system for up to fifteen vehicles of the Ann Arbor Police Department's vehicle fleet and add an automated license plate reader to existing components of the In-Car Audio/Visual systems;
 
RESOLVED, That the 2009 United State Department of Justice Bureau of Justice Assistance to Police Services grant funds and the Information Technology Fund shall be available for expenditure for this Project for expenditure during the life of the Project without regard to fiscal year subject to the terms of the grant award;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute contract amendment  after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
 
RESOLVED, That the City Administrator be authorized to take all necessary administrative actions to implement this Resolution without regard to fiscal year.
