Attached for your consideration is a resolution to approve the transfer of the FY 2010 and FY 2011 City of Ann Arbor Human Services Allocation from Neighborhood Senior Services to Catholic Social Services.
 
In response to a formal Request for Proposals issued in early 2009, Neighborhood Senior Services (NSS) was awarded $50,000 in FY 2010 and $50,000 in FY 2011, contingent upon Council approval of the FY 2011 budget, for their "Senior Support Services" program.  The program has been providing critical services to local residents - over 450 people have been provided housing stabilization services through this program in the first six months of FY 2010.
 
Given the importance of these services to the community and the economic pressures non-profit organizations are facing in the current market, Neighborhood Senior Services worked with another of our local nonprofit organizations - Catholic Social Services (CSS) - over the past year to find a way that both organizations might decrease costs while maintaining the programming that residents seek from NSS.
 
Resulting from this collaboration, in January 2010, NSS and CSS completed an asset transfer to merge the two organizations.  Under this agreement, Neighborhood Senior Services remains a stand-alone program under the auspices of Catholic Social Services.  This merger maintains these critical social services for our community while reducing the financial burden of two separate administrative structures.
 
In order to support the exceptional collaboration and consolidation efforts of these two organizations, the Office of Community Development is requesting a transfer of Neighborhood Senior Services' remaining balance of FY 2010 Human Services funding ($18,537.68) as well as their FY 2011 commitment ($50,000) to Catholic Social Services.  This transfer is necessary to ensure the continued provision of services by the "Senior Support Services" program through and beyond the merger of these two organizations.

WHEREAS, Neighborhood Senior Services, a Michigan Non-Profit Corporation, was recommended to receive $50,000.00 for FY 2010 and $50,000.00 for FY 2011 through the integrated human services funding RFP #6437 for their "Senior Support Services" program;
 
Whereas, The Ann Arbor City Council approved the integrated human services funding recommendations for FY 2010 and FY 2011 on April 20, 2009 (#09-0296);
 
Whereas, The Ann Arbor City Council supports collaborative and consolidation efforts by non-profit entities through the rating criteria used in the integrated human services RFP process;
 
Whereas, Neighborhood Senior Services and Catholic Social Services of Washtenaw County have executed an asset transfer agreement as of January 2010 thereby reducing the costs and administrative burdens of two separate non-profit entities; and
 
Whereas, Catholic Social Services of Washtenaw County received human rights and living wage approvals on September 30, 2009;
 
RESOLVED, That the Mayor and City Council approve the transfer of human services funding awarded to Neighborhood Senior Services for both FY 2010 and FY 2011, contingent upon City Council approval of the FY 2011 budget, and authorize the Office of Community Development to negotiate contractual agreements in accordance with the City's purchasing procedures, subject to approval as to substance by the City Administrator, and approval as to form by the City Attorney;
 
RESOLVED, That all projects funded by these grant funds shall give priority to extremely low-, very low- and low-income Ann Arbor residents and that performance by the non-profit entities will be monitored by the Office of Community Development; and
 
RESOLVED, That the City Administrator, or his designee, be authorized to take necessary administrative actions and to execute any documents necessary to complete this transaction and to implement this resolution.
