Resolution to Convert Two-Way Traffic to One-Way Eastbound Traffic on Sylvan Avenue

During public informational meetings concerning the pending resurfacing and last winter’s snow events, concerns were raised over the width of Sylvan Avenue. Specifically discussed were prohibiting on-street parking or converting the street to one way.
In response to these concerns, staff reviewed the area and concluded it would be sensible to enact a change given the width of the street. Currently, Sylvan Avenue has parking on the south side of the street (no parking on the north side) and allows two-way traffic. The width, approximately 20 feet, is insufficient to support parking and two way traffic.
In order to determine the desires of the residents, we sent a letter with a postcard survey to the residents and homeowners of the Sylvan Avenue properties and requested their input. The options were to remove parking and retain two-way traffic, retain parking on the south side with one-way eastbound traffic, or retain parking on the north side with one-way westbound traffic.
The January 4, 2010, letter was sent to 51 residents and homeowners with a request to return postcards on or before January 22, 2010. The survey resulted in 25 postcard responses. This area has a high number of rental properties and few homeowner-occupied properties. In order to fairly assign value to the postcard feedback, we counted each resident response as one tally and each homeowner response as one tally. Therefore, a response from a homeowner occupied Sylvan Avenue property counts as two tallies. The outcome is support to retain parking on the south side of Sylvan Avenue (retain current no parking on north side of street) and to convert two-way traffic to one-way eastbound traffic. Below is a summary of the survey responses and attached is a compilation of the written feedback which shows greater detail (“Sylvan Avenue Feedback”).
