Memorandum
This resolution authorizes acceptance of a grant award in the amount of $72,519 from the Department of Homeland Security under the auspice of the Assistance to Firefighters grant program (AFGP). This grant program is a competitive peer review program and Ann Arbor Fire Department has received an award notification of funding of its submitted grant proposal for equipment replacement.
 
The Fire Department submitted a proposed project to completely replace all of the department's fire attack hose nozzles with a uniform make and model. Additionally, the project entails a larger firefighting foam stockpile and more modern foam application equipment to be placed on all frontline fire apparatus.
 
Approval of this resolution will allow the department to accept the grant, establish a grant management account, appropriate matching funds from the Fire Department 2010 expenditure funds and provide for the management of the grant without regard to fiscal year.
 
Matching Funding of $18,129.00 is available within the Fire Department approved budget for the fiscal year 2010.

Whereas, The Ann Arbor Fire Department responds to all fire, medical first response, technical rescue, water rescue, hazardous materials, and chemical, biological, radiological, nuclear and environmental calls; has a mutual aid response agreement with 23 other surrounding jurisdictions; and is one of 13 Hazmat Regional Response Teams ready for deployment in Michigan;
 
Whereas, The Department has been experiencing steady increases in both its own need for mutual aid and in the number of requests for mutual aid it receives from other jurisdictions;
 
Whereas, Reduced staffing levels and increasing calls for service, including mutual aid requests from other jurisdictions, require a universally equipped department;
 
Whereas, On March 12, 2010, the City of Ann Arbor Fire Department was awarded a 2009 Assistance to Firefighters grant from the U.S. Department of Homeland Security in the amount of $72,519.00 to fund the Department's purchase of new fire fighting nozzles, fire fighting foam and associated foam application equipment to outfit 100% of the vehicles serving on the Department's firefighting, rescue and HAZMAT vehicles;
 
Whereas, The new fire fighting nozzles, will replace older outdated fire fighting nozzles allowing for uniform equipment throughout the Department's fire fighting fleet, allowing staff access to modern fire attack nozzles for fire suppression and hazardous materials incidents;
 
Whereas, This equipment will be deployed for everyday use by fire department personnel, allowing firefighters to quickly and confidently enter any situation to protect the lives and property of the public they serve;
 
Whereas, Matching funds in the amount of $18,129.00, required by the grant terms, were included in the Fire Department's approved General Fund budget for FY 2010; and
 
Whereas, It is necessary to establish a Major Grant fund for this award and appropriate both the grant award and the matching funds into the Major Grant Fund for expenditure during the life of the project without regard to fiscal year;
 
RESOLVED, That City Council accept the 2009 Assistance to Firefighters grant from the U.S. Department of Homeland Security in the amount of $72,519.00 and approve the expenditure of the grant funds in accordance with the terms and conditions of the grant agreement with the U.S. Department of Homeland Security;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the grant agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney;
 
RESOLVED, That a Major Grant Fund be established for this Project, and that grant funds be appropriated, when received, and budgeted matching funds be appropriated from the approved Fire Department General Fund FY 2010 budget into the Major Grant Fund when established for expenditure during the life of the project without regard to fiscal year; and
 
RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this Resolution.
