Resolution to Approve Ann Arbor Public Art Commission Bylaws and Guidelines
Memorandum
In November of 2007, City Council adopted an ordinance establishing a Percent for Art Program.  With the adoption of the Public Art Ordinance, City Council established the Ann Arbor Public Art Commission (AAPAC) as the oversight body for the Percent for Art Ordinance.
Attached are the recommended Ann Arbor Public Art Commission Bylaws and Guidelines for City Council review and approval. Advised by Chief Assistant City Attorney Abigail Elias, these bylaws and guidelines apply to procedures and the selection criteria for public art associated with the construction and renovation projects planned through the City's annual Capital budget process, as well as gifts of art donated to the City.
 
The attached Public Art bylaws were adopted and approved for recommendation to Council on Tuesday, May 12, 2009 by the Ann Arbor Public Art Commission.
 
The attached Public Art guidelines were adopted and approved for recommendation to Council on Tuesday, March 9, 2010 by the Ann Arbor Public Art Commission.

Whereas, The Ann Arbor Public Art Administrator worked with the City Attorney's office to develop and establish the Bylaws and Guidelines;
 
Whereas, AAPAC has adopted both the Bylaws and the Guidelines, subject to Council review and approval; and
 
Whereas, The attached Bylaws and Guidelines apply to the procedures and the selection criteria for public art associated with the construction and renovation projects planned through the City's annual Capital Budget.
 
RESOLVED, That Council approve the attached Bylaws and Guidelines of the Ann Arbor Public Art Commission.
