Memorandum
Attached for your review and approval is a resolution to authorize a Professional Services Agreement with CTI & Associates, Inc. (CTI) for construction materials testing services in the amount of $47,420.00 for the West Stadium (Suffolk to Hutchins) Improvements Project.

This project consists of the reconstruction of West Stadium Blvd from Suffolk Ave to Hutchins Ave and all related utility work. The construction is scheduled for March to November 2010 in order to avoid conflict with the reconstruction of Stadium Bridges anticipated to begin in November.

We received proposals from seven firms for the required construction materials testing services. Project Management staff evaluated the proposals and selected CTI based on the proposal, staff qualifications, past involvement with similar projects, and cost. CTI received Human Rights and Living Wage approval on May 11, 2009.

Services to be performed include all the required testing for soils, aggregates, asphalt, and concrete. Funds for the requested services are available in the project budget for the West Stadium (Suffolk to Hutchins) Improvements Project.
