Memorandum

Attached is a resolution seeking authorization to amend the FY 2009 Community Events Fund Disbursements and the FY 2008 fee waivers.

 

On February 17, 2009, Council passed resolution #R-09-056, which waived community event fees for two of the Main Street Area Association events, Festifools, $1,389.66 and Taste of Ann Arbor, $1,389.66 that occurred in FY 2008 and for which the Ann Arbor Community Events Committee had overlooked disbursing funds.  As the City wishes to support activities that promote or bring community together, Council took action to waive the associated fees.  The fees were a result of City costs associated with placing barricades for the event.  The fees included fully burdened costs to make the City whole. 

 

In addition, on the same date Council passed resolution, #R-09-054, which disbursed Community Events funding to cover City associated costs in support of several events occurring in FY 2009.  Included in those events were the Main Street Area Association events, Festifools and Taste of Ann Arbor.  The amounts approved for disbursement included fully burdened costs for full recovery.

 

The associated costs for barricade placement are incurred in Act 51 funds; therefore direct costs cannot be waived.  City Council does have the option to waive the application of the overhead portion of the charges and wishes to do so in support of activities that promote the community. 

 

We are asking that the City Council rescind the waiver of the FY 2008 fees for the Main Street Area Association events, Festifools and Taste of Ann Arbor, and replace it with a waiver of the overhead charges only.  This will result in the fees for each event to be reduced to $532.00.  We request that City Council approve those fees to be disbursed from the Community Events Fund.  In addition, we ask City Council to amend the approved FY 2009 disbursement amounts for the Festifools and Taste of Ann Arbor events by waiving the associated overhead, and approving disbursement of fees in the amount of $532.00 for each event.  This will be a savings to the Community Events fund in the amount of $857.66 for each event.

Whereas, The Ann Arbor City Council wishes to support activities that promote or bring the community together in its richness;

 

Whereas, On February 17, 2009, by resolution #R-09-056 City Council approved the waiver of FY 2008 fees associated with Main Street Area community events held in 2008, Festifools and Taste of Ann Arbor in the amount of $1,389.66 each;

 

Whereas, On February 17, 2009, by resolution, #R-09-054 City Council approved the disbursement of community event funds in the amount of $1,390 each in support of FY 2009 Main Street Area Community Events, Festifools and Taste of Ann Arbor;

 

Whereas, Fees associated with these events are a result of barricade placement, with costs incurred in Act 51 funds;

 

Whereas, Direct costs incurred in Act 51 funds cannot be waived; and

 

Whereas, Overhead costs associated with these activities can be waived by City Council;

 

RESOLVED, That City Council rescind the waiver of the entire FY 2008 fees in resolution #R-09-056 and replace it with the waiver of only the overhead costs associated with the services provided in the amount of $857.66 each for Festifools and Taste of Ann Arbor;

 

RESOLVED, That City Council waive the overhead costs associated with the services provided for the FY2009 Festifools and Taste of Ann Arbor events in the amount of $858.00 each;

 

RESOLVED, That City Council amend the FY 2009 disbursement of Community Events Funds approved by resolution, #R-09-054 for the Main Street Area Association events, Festifools from $1390.00 to $532.00 and Taste of Ann Arbor from $1390.00 to $532.00, which reduced amounts result from the waiver of the overhead costs associated with the services provided; and

 

RESOLVED, That funds be disbursed from the Community Events Fund as follows:

 

FY 2008 Main Street Area, Festifools - $532.00

FY 2008 Main Street Area, Taste of Ann Arbor - $532.00

FY 2009 Main Street Area, Festifools - $532.00

FY 2009 Main Street Area, Taste of Ann Arbor - $532.00
