Memorandum
Your approval is requested for the attached Employment Contract with William R. Wheeler to continue his services as project manager for the Municipal Center Project after his retirement on May 1, 2010.

The Municipal Center Project includes work on the new Court/Police addition as well as the planned Larcom building renovations. The Court/Police addition should be available for occupancy by the end of 2010 with Larcom renovations scheduled for completion in May, 2011. Mr. Wheeler has agreed to continue providing service for up to a year after his retirement. The consistency of having Mr. Wheeler as the manager throughout the bulk of the project is very important to the overall success of the project. The proposed agreement would expire on April 30, 2011. The Larcom renovations will be near completion and the work load related to the project will be decreasing. Fleet & Facility Manager Matt Kulhanek will handle the balance of the project including Larcom move-in and project close-out.

Mr. Wheeler will be compensated for actual hours worked at a rate of $74.32 per hour with a not to exceed cap of $126,000.00 based on an estimate of a little less than 1,700 hours of work. The Municipal Center Project budget already includes funding for Mr. Wheeler as a full time employee. His maximum allowable compensation under this proposed agreement would be less than what he would cost should the City hire a full time employee for the same period of time. It is also important to note that Mr. Wheeler has agreed to have his hourly rate reduced if non-union staff has a wage or benefit cut next fiscal year.
