Resolution Directing the City Administrator on the Budget
Body
Whereas, Each City Councilmember has a travel budget of $560.00 and the Mayor has a travel budget of $1,000.00 for FY 2010;
 
Whereas, Each City Councilmember and the Mayor would have a travel budget for FY 2011;
 
Whereas, The City Council determines the base salary and other monetary items for the City Administrator and City Attorney;
 
Whereas, The City Council gives direction to the City Administrator regarding compensation and benefits for non-union employees; and
 
Whereas, In this time of budget challenges City Council wishes to convey at the earliest time possible its desire for the City Administrator and City senior management to take a leadership role in making budget reductions;
 
RESOLVED, That City Council elects not to spend any further funds from the FY 2010 travel budget and all the unexpended funds to return to General Fund reserves at the end of the fiscal year;
 
RESOLVED, That in the preparation of the FY 2011 budget there will be no allocation for travel to the Council;
 
RESOLVED, That beginning July 1, 2010 the compensation package for City Administrator Roger Fraser and City Attorney Stephen Postema will be reduced by a minimum of 3%;
 
RESOLVED, That beginning July 1, 2010 the compensation packages for non-union employees will be reduced in the aggregate by a minimum of 3%;
 
RESOLVED, That the City will strive to establish, effective July 1, 2010, the same health care benefits for all eligible employees;
 
RESOLVED, That the City Administrator and City Attorney report back to City Council by April 1, 2010 on these directives.
