Memorandum
On August 6, 2009 the Ann Arbor City Council established the South Fourth and Fifth Avenues Historic District study committee for a term of twelve months per Resolution R-09-345.

On August 6, 2009, and amended on August 17, 2009, City Council declared an emergency moratorium on all construction, addition, alteration, repair, moving, excavation or demolition in the proposed South Fourth and Fifth Avenues Historic District for six months from August 6, 2009 per Resolution R-09-345.
