Memorandum
In November of 2009, a concern was brought to our attention by the Baldwin Avenue residents regarding the inadequate width of the street with on-street parking occurring on both sides. Upon inspection of the roadway a width of 23’-24’ is available. This would provide for a 9-10 feet travel way if 7 feet of parking was occupied on each side of the street. This width is inadequate for two way traffic and is a concern for emergency vehicle access. Allowing parking on one side only would provide for a minimum 16 foot travel way; an acceptable width for a residential street.

Staff proposed the removal of parking on one side of the street and felt the west side would have the least impact. To assess the neighborhood opinion on the matter a resident survey was prepared.

Staff surveyed the residents in the project area to learn about the residents’ preference on the proposed parking removal. The survey postcards asked if the residents were in support of removal of the west side parking or favored removal on the east side.

The survey cards were mailed to the affected residents on Baldwin Avenue. The following table summarizes the survey results regarding the parking removal preference.

Residents’ comments were summarized as shown on “Attachment A” and elaborate on their choice, at times conflicting with their check mark on the postcard.
