Resolution to Approve a Construction Contract with C.A. Hull Co., Inc. for the East Medical Center Drive Bridge Rehabilitation and Widening Project ($10,173,757.03)

Attached for your review and approval, please find a resolution to approve a construction contract between the City of Ann Arbor and C.A. Hull Co., Inc. in the amount of $10,173,757.03 for the East Medical Center Drive Bridge Rehabilitation and Widening Project (RFP 23-59). This project is being conducted in partnership with the University of Michigan (UM).
Project Background
The East Medical Center Drive Bridge over the Amtrak Michigan line is the primary access to the University of Michigan Medical Center. The bridge was constructed in 1982 and is now being inspected every twelve months due to its deteriorating condition. It was the City’s intent to rehabilitate the bridge in order to return it to a State of Good Repair and prolong its life span. The University of Michigan was also interested in partnership for this project and to widen the bridge in order to improve traffic flow into and out of the Medical Center. The University of Michigan committed to the design cost sharing arrangement on September 8, 2021.
On October 18, 2021, City Council approved the Professional Services Agreement with DLZ Michigan (RFP No. 21-20) for engineering design services for the East Medical Center Drive Bridge Rehabilitation and Widening Project. The Engineering Unit supervised the creation of the plans and contract documents and bid the project through the City’s Procurement Unit in October 2022. A Resolution to approve selected contractor was brought to City Council in early January 2023, but was postponed by Council over concerns of how the widened space on the bridge would be used.
On February 21, 2023, City Council approved R-23-059 as a substitute to the Resolution awarding the construction contract. R-23-059 directs City of Ann Arbor staff to begin a collaborative process with UM that supports the widening of the East Medical Center Drive Bridge to accommodate a safe path for nonmotorized users on both the east and west sides with a sidewalk width of at least 13 feet on the east and at least 10.5 feet on the west side that are consistent with federal and state guidance. In addition, the City of Ann Arbor will bear 25% and the University of Michigan 75% of the cost for the redesign work.
At this time, DLZ has completed redesign, which fulfills the requirements outlined in R-23-059.
The project, which extends along East Medical Center Drive from Fuller Road to Cancer Center Drive; includes the following elements (funding sources in parenthesis):
• Rehabilitation of the bridge (50% Street, Bridge, and Sidewalk Millage; 50% UM)
• Widening of the bridge (100% UM)
• Widening East Medical Center Drive to the south of West Medical Center Drive on UM property (100% UM)
The construction of the project is scheduled over two years:
• Stages 1 to 4: March 1- December 1, 2024; bridge rehabilitation and widening, related road work, utility relocation including all electrical and lighting work, cold milling, resurfacing, pavement marking and signing. The bridge is scheduled to be fully open to traffic by December 1, 2024.
• Stage 5: May - July 2025; Final restoration and epoxy overlay on the bridge.
The City’s Engineering Unit supervised the revision of the plans and contract documents and bid the project through the City’s Procurement Unit. On November 16, 2023, three (3) proposals were received for this work. A selection committee comprised of Public Services staff reviewed the proposal and determined the proposal from C.A. Hull Co., Inc. provided the best value based on the criteria provided in ORD-21-41, adopted by Council on January 3, 2022:

• Schedule of Pricing/Cost (20%)
Therefore, staff recommends awarding the contract for this project to C.A. Hull Co., Inc.
C.A. Hull Co., Inc. complies with the City’s Non-Discrimination and Living Wage ordinances.
Budget/Fiscal Impact: This project is included in the current Capital Improvements Plan (TR-BR-16-02). The estimated total cost of the project is $14,000,000. Funding for the project is included in the approved capital budget of the Street, Bridge and Sidewalk Millage Fund. The University of Michigan will contribute funds for the project in accordance with a formal cost sharing agreement that is currently in progress.

Whereas, The East Medical Center Drive bridge is in poor condition and requires rehabilitation work to return it to a state of good repair;
Whereas, The City and University of Michigan have partnered on the design and construction of the project;
Whereas, The project plans have been revised to fulfill the requirements of R-23-059;
Whereas, The University of Michigan will contribute funding for the project for 50% of the cost of the rehabilitation and for the full cost of the widening work.
Whereas, Funding for the project will be available from the Street, Bridge and Sidewalk Millage, to be partially reimbursed by the University of Michigan in accordance with the cost sharing agreement in development;
Whereas, The City of Ann Arbor received three (3) proposals for this work on November 16, 2023 and after review, staff recommends award of the construction contract to C.A. Hull Co., Inc; and
Whereas, It is now necessary to enter into a contract with C.A. Hull Co., Inc. for the performance of this work;
RESOLVED, That City Council approves a construction contract with C.A. Hull Co., Inc. in the amount of $10,173,757.03 for the East Medical Center Drive Bridge Rehabilitation and Widening Project (RFP 23-59);
RESOLVED, That a contingency amount of $1,000,000.00 be established within the project budget and that the City Administrator be authorized to approve construction change orders not to exceed that amount, in order to satisfactorily complete this project;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
RESOLVED, That the City Administrator be authorized to take necessary administrative actions to implement this resolution, including issuing temporary and permanent Traffic Control Orders and night work authorizations as required for the construction of the project.
