Memorandum

Attached for your review and approval is a resolution to approve Amendment No. 1 to the Professional Services Agreement with Trace Analytical Laboratories, Inc. in the amount of $160,000.01 for water and wastewater testing services.

 

The City’s Environmental Laboratory utilizes contract laboratories to perform specialized water testing analyses that cannot be performed at the City’s laboratory. These analyses include both anticipated compliance monitoring as well as unanticipated special interest projects.

 

In 2022 the City issued RFP 22-54 for these services. Four proposals were received, and after an evaluation of the proposals, the City selected Trace Analytical Laboratories, Inc. for their qualifications, quality of proposal, and competitive pricing. On August 15, 2022 entered into a Professional Services Agreement for $74,999.99.  The City has been satisfied with their testing services provided by Trace and is now seeking Council authorization to increase the purchasing authority on the Agreement to cover the anticipated costs over the remainder of the 4-year renewable term.

 

Budget/Fiscal Impact: Funding for this amendment is available in the approved FY24 Public Services Area Water Supply System and Sewage Disposal System operation and maintenance budgets and will be available in future year fiscal budgets if so, approved by council.

Whereas, City of Ann Arbor Environmental laboratory requires a qualified contract laboratory for specialized analysis of potable and non-potable water samples;

Whereas, The issued RFP 22-54 for these laboratory services, and after evaluating proposals entered into a Professional Services Agreement with Trace Analytical Laboratories Inc;

 

Whereas, The City has been satisfied with the testing services that Trace Analytical Laboratories, Inc. has provided and would like to increase the purchasing authority to cover the anticipated cost of these services which may include the additional four 1-year extension periods which is estimated to be $160,000.01;

 

Whereas, Funding for the analysis is available in the appropriate approved Water Supply System and Sewage Disposal System operations and maintenance budgets; and

 

Whereas, Trace Analytical Laboratories, Inc. complies with the requirements of the City’s Living Wage and Non-Discrimination ordinances;

 

RESOLVED, That City Council approve Amendment Number 1 to the Professional Services Agreement with Trace Analytical Laboratories, Inc. in the amount of $160,000.01 for total not to exceed amount of $235,000.00 for specialized laboratory testing;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney;

 

RESOLVED, That the amounts authorized herein may be used without regard to fiscal year;

 

RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this resolution including approval and execution of any authorized extensions; and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
