Resolution to Restructure and Adjust Parking Fine Schedule
Memorandum
The City periodically reviews its schedule of parking fines and makes adjustments based on those findings. The last two such reviews were undertaken in 1998 and 2004. As it has been nearly six years since the last review, City staff conducted a review of parking fines during 2009.
Staff reviewed the City’s parking fine structure in relation to several communities. A recommended structure was communicated to City Council at a Council Work Session on Monday, November 9, 2009.
The recommended structure has three key components:
1. Similar violations are grouped into four categories and fines are standardized by category (Expired Meter, Minor & Near Hazard, Hazard, and Nuisance),
2. An additional penalty is added to every fine at 30-days,
3. A discount of $10.00 is offered for early payment for all fines (currently a $5.00 early payment discount is offered only to Expired Meter violations)
Approval of this Resolution is recommended. An ordinance amendment (File #09-1254) related to this resolution is also recommended.

Whereas, City staff recommends restructuring fines by violation type, adding a 30-day late fee category and adding an early payment discount across all fines; and
Whereas, City staff recommends that the amended fine structure become effective July 1, 2010;
