Resolution in Support of an RFP Issuance for the Unarmed Response Program

Whereas, The Ann Arbor City Council supports the residents of the community who desire an alternative option when seeking crisis intervention;
Whereas, The Ann Arbor City Council has consistently supported the creation of an Unarmed Response (UR) Program;
Whereas, The most feasible way to implement a UR program is to accomplish it through a contracted third party agreement;
Whereas, City Council supports creating the UR program in a manner that intentionally lacks a direct or indirect linkage to the Ann Arbor Police Department;
Whereas, The Ann Arbor City Council supports the establishment of a separate phone number for those residents wishing to access this service;
Whereas, The City Council recognizes the importance of transparency and would require periodic reports detailing the results of the service delivery;
Whereas, The selected contractor(s) will be expected to work with the administration where appropriate to pursue relevant funding; and
Whereas, The selected contractor, and the City will need to collaborate to help educate the public on the existence of the program and the services it provides;
RESOLVED, The Ann Arbor City Council directs the City Administrator to take the necessary steps to issue an RFP aimed at procuring a third party to implement an Unarmed Response program; and
RESOLVED, The Ann Arbor City Council directs the City Administrator to obtain periodic reports from the contractor on the results of the program.
