Resolution to Approve the Reallocation of FY23 New Human Services Partnership Funding Balance to Eviction Protection

Memorandum

In response to the immediate eviction protection funding need, staff has identified $305,000 in unspent New Human Services Partnership (NHSP) funding from FY23 and is recommending it be reallocated to allow immediate distribution by the Ann Arbor Housing Commission in coordination with Washtenaw County Office of Community and Economic Development.

Body

Whereas, The City of Ann Arbor allocates funding to community-based organizations for the purpose of delivering important human services to City and County residents;

 

Whereas, The Coordinated Funding partnership was the previous means by which this funding was allocated, and this process ended on June 30, 2021, and the New Human Services Partnership was created to fill the gap in collaborative human services funding;

 

Whereas, The New Human Services Partnership is funded by Washtenaw County general funds, City of Ann Arbor general funds, City of Ann Arbor American Rescue Plan Act (ARPA) funds, Washtenaw Urban County CDBG and CDBG-CV funds;

 

Whereas, There is an immediate and underfunded need for eviction protection services in the City and County;

 

Whereas, There is an unspent balance of $305,000 identified in FY23 within the General Fund for the New Human Services Partnership approved funding; and

 

Whereas, City Administration is formally requesting the reallocation of $305,000 from the New Human Services Partnership FY23 approved funding for the utilization of eviction prevention and housing stability to address the immediate family homelessness crisis;

 

RESOLVED, That the City Council hereby approves the reallocation, without regard to fiscal year, of $305,000.00 from the FY23 New Human Service Partnership funding in the General Fund payable to the Ann Arbor Housing Commission to fund eviction prevention and housing stability support to families experiencing homelessness; and

 

RESOLVED, That City Council directs the City Administrator to immediately distribute the funds to the Ann Arbor Housing Commission allowing coordination with Washtenaw County Office of Community and Economic Development and their other partner organizations to distribute the funds in the most effective manner possible and that subsequent to the distribution, the AAHC and the City will enter into a Grant Agreement detailing the reporting mechanism for how the funds were distributed.
