Memorandum
Attached is a resolution to approve the FY2011-2016 Capital Improvements Plan (CIP).  The CIP identifies major public construction projects and improvements anticipated during the next six fiscal years.   The FY2010-2015 CIP was approved by the City Council on January 20, 2009 and formed the basis for the FY2010 Capital Budget. The FY2011-2016 CIP consists of adjustments to projects in the second year of the current plan to form the basis for the FY2011 Capital Budget which will be presented to the Council as part of the FY2011 Budget.  
 
Due to the continued deterioration of the East Stadium Bridges and the resulting reduced level of service for the bridges, the CIP anticipates moving forward with reconstruction of the Bridge in FY2011 & 2012. In the absence of other funding, the street repair millage is identified as the funding source. Specifically, the proposed CIP anticipates using two years of local road millage funds to accomplish the reconstruction of the bridges.  This results in some road projects originally shown as funded projects in FY 2010 or FY2011 being deferred to a later year or included as unfunded projects.  If the City is able to secure outside funding for portions of the East Stadium Bridges, then the corresponding Road Millage funding amount can be reallocated from the bridges to unfunded road projects included in the plan.
 
A public hearing regarding the CIP was held before the City Planning Commission on December 15, 2009.  The City Planning Commission approved the plan as a supporting document for the City's Master Plan at this same meeting and recommended Council approval of the plan.

Whereas, Section 1:185 of the Ann Arbor City Code requires that the City Planning Commission annually prepare a Capital Improvements Program (CIP) for the ensuing six fiscal years;
 
Whereas, The Capital Improvements Program consists of a Capital Improvements Plan and Budget;
 
Whereas, The FY 2011-2016 Capital Improvements Plan, which was prepared through the efforts of the Public Services Area, Financial Services Area and Community Services Area, was submitted to the Ann Arbor City Planning Commission for consideration;
 
Whereas, A duly-noticed public hearing was held by the City Planning Commission on December 15, 2009; and
 
Whereas, The City Planning Commission approved the Capital Improvements Plan as a supporting document for the City's Master Plan at its meeting of December 15, 2009, and also recommended that Council approve the document and use it as a guide in prioritizing which capital projects to fund;
 
RESOLVED, That City Council hereby approves the FY 2011-2016 Capital Improvements Plan.
 
RESOLVED, That City Council hereby amends the FY2011-2016 Capital Improvements Plan (CIP) as approved by the City Planning Commission on December 15, 2009, to delete the 800 Runway Safety Extension Project; and
 
RESOLVED, That City Council approves the FY 2011-2016 Capital Improvements Plan as amended.
