Memorandum
The attached resolution authorizes the summary publication of Ordinance No. ORD-10-01 to repeal Sections 10:164 - 10:173 of Chapter 127 (Bicyclists) and to repeal Section 10:145, to add a new Section 10:146, and to amend Section 10:148 of Chapter 126 (Traffic).
The City Charter contains provisions to allow summary publications of ordinances that are in excess of 500 words in length. The purpose of this resolution is to lessen the City's cost resulting from the required publication of the revisions to the City Code.

Whereas, Section 7.4 of the City Charter authorizes the publication by summary of ordinances over 500 words in length;
RESOLVED, That Ordinance No. ORD-10-01 be published by the following summary:
Ordinance No. ORD-10-01 repeals sections of Chapter 127 (Bicyclists) which address the operation of bicycles and bicycle equipment requirements but which are duplicative of provisions that are contained in Chapter 126 (Traffic) and the Michigan vehicle code; the ordinance also repeals the requirement to use bicycle paths; the ordinance also amends Chapter 126 by technically repealing a section applicable to mopeds and motorcycles that is duplicative of provisions in the Michigan vehicle code, and also by adding a section on bicycle lanes and paths and by clarifying the rights and responsibilities of pedestrians crossing streets.
