Memorandum
Attached for your review and action is a resolution to approve the purchase of necessary phone equipment for use in the expanded Co-located 911 Dispatch Center that is going to be occupied by Ann Arbor and Washtenaw County Personnel. This system will expand or supplement the new Positron System placed in 2006.

This equipment consists of all the parts and labor of an analog public safety 911 phone system, including the server, 6 workstations, hardware, software, installation, programming and full integration with the current phone equipment. The equipment consisting of Life Line 100 and Power 911 handles all 911 and administrative lines to the Center and is manufactured by Positron, a leader in the public safety phone arena with proven longevity in the market. AT&T supports the product and is responsible for the installation, monitoring and maintenance.

Dispatch shall be fitted with computerized phone workstations and the server and rack equipment will be housed in the data center all located on the second floor of the Fire Station One.

Funding for this project is included in the approved budget by the 800 MHz Public Safety Communications Millage Fund as approved by the Project Oversight Committee on November 16, 2009.

Bids were not sought in this case as the expansion required integration with the same sole source Positron equipment already in use. Equipment and installation services will be provided under an Amendment to the City’s existing Master Agreement with AT&T.
