Memorandum
Attached for your review and action is a resolution to approve the purchase of necessary phone equipment for use in the expanded Co-located 911 Dispatch Center  that is going to be occupied by Ann Arbor and Washtenaw County Personnel. This system will expand or supplement the new Positron System placed in 2006.   
 
This equipment consists of all the parts and labor of an analog public safety 911 phone system, including the server, 6 workstations, hardware, software, installation, programming and full integration with the current phone equipment.  The equipment consisting of Life Line 100 and Power 911 handles all 911 and administrative lines to the Center and is manufactured by Positron, a leader in the public safety phone arena with proven longevity in the market.  AT&T supports the product and is responsible for the installation, monitoring and maintenance.  
 
Dispatch shall be fitted with computerized phone workstations and the server and rack equipment will be housed in the data center all located on the second floor of the Fire Station One.  
 
Funding for this project is included in the approved budget by the 800 MHz Public Safety Communications Millage Fund as approved by the Project Oversight Committee on November 16, 2009.
 
Bids were not sought in this case as the expansion required integration with the same sole source Positron equipment already in use.  Equipment and installation services will be provided under an Amendment to the City's existing Master Agreement with AT&T.

Whereas, It is necessary to expand the 911 phone equipment for use in the Co-located 911 Dispatch Center to be occupied by Ann Arbor and Washtenaw County Personnel;
 
Whereas, Expansion of the current Positron Phone System with AT&T as installer was necessary to handle the 6 position increase in the current 911 Center, which will house Ann Arbor and Washtenaw Police Dispatch Centers;
 
Whereas, Bids were not sought as the expansion required integration with the same sole source Positron equipment already in use and AT&T is able to provide the equipment and installation services under an amendment (Addendum #2) to the City's Master Agreement;
 
Whereas, Funding for this project is included in the approved budget by the 800 MHz Public Safety Communications Millage Fund as approved by the Project Oversight Committee on November 16, 2009;
 
Whereas, On December 7, 2009, City Council established a Project Budget for the Co-Location Dispatch Project and authorized the City Administrator to execute the millage funding reimbursement agreement with the Washtenaw County; and
 
Whereas, It is necessary to amend the establish Project Budget to include the expansion costs for the current phone system which were included in the approved budget for the 800 MHz Public Safety Communications Millage Fund;
 
RESOLVED, That City Council approve amendment to the Master Agreement with AT&T for the purchase of an expanded 911 Phone system by Positron, which includes workstations, server, installation, software, hardware, programming and full integration with the current phone equipment; in connection with the Co-Location Dispatch Project in the amount of $258,983.00;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the contract amendment after approval as to the substance by the City Administrator and approval as to form by the City Attorney;
 
RESOLVED, That City Council approve an appropriation from General Fund Fund Balance in the amount of $349,616.00 and amend and increase the established  Project Budget in the amount of $349,616.00, including $90,633.00 for incidental related project costs, for a total Project Budget of $400,000.00 to be expended during the life of the Project without regard to fiscal year;
 
RESOLVED, That City Council accept when received reimbursement funds from the 800 MHz Public Safety Communications Millage Fund for the Co-Located Dispatch Project to offset the use of fund balance; and
 
RESOLVED, That the City Administrator is authorized to take all necessary actions to implement this Resolution, including the execution of any documents necessary in connection with the City's receipt of reimbursement funds from the 800 MHz Public Safety Communications Millage Fund.
