Memorandum

Attached for review and consideration, please find a resolution requesting approval to appropriate $21,500.00 from the General Fund Balance to amend the 2022 Annual Sidewalk Repair Program budget. This appropriation and budget amendment will provide funding for the replacement of an existing asphalt pathway with concrete sidewalk between Yorkshire Road and Allen Elementary School (see attached drawing).  This work is necessary to improve a walking path that is currently in very poor condition. The work will involve removing the existing asphalt, placing aggregate subbase, sand base, concrete sidewalk, restoration, and other preparatory work.

 

The sidewalk work is proposed to be completed through a change order to the City’s current 2022 Annual Sidewalk and Ramp Repair Project contract with Doan Construction Co. (Doan). Because Doan is already under contract and performing this type of work on numerous sidewalks throughout the City, it is well suited to undertake the additional work. This resolution allows for the proper budget allocations to be made to support this work.

 

Doan complies with the requirements of the City’s Conflict of Interest, Living Wage, Prevailing Wage and Non-Discrimination ordinances.

 

Budget/Fiscal Impact: The estimated total cost to replace the existing asphalt pathway with concrete sidewalk, itemized below, is $21,500.00 and is currently available in the General Fund fund balance.

While the path is adjacent to Buhr Park, the parcel of land the pathway sits on was purchased by, and transferred to, the then Utilities department for purposes of a water storage tank in the 1950s. This plan was not executed, and it has been determined that neither the Parks Maintenance and Capital Improvement Millage or Water Supply System funds were appropriate to replace the existing path leaving the General Fund as the appropriate funding source.

Whereas, It is necessary improve the condition of the pathway from Yorkshire Road to Allen Elementary School within Buhr Park;

 

Whereas, The pathway replacement work is proposed to be completed through a change order to the City’s current 2022 Annual Sidewalk and Ramp Repair construction contract with Doan Construction Co.;

 

Whereas, The total estimated amount for the pathway replacement including testing, and construction engineering/inspection is $21,500.00;

 

Whereas, Funds for this work are available in the General Fund Fund Balance;

 

Whereas, Doan Construction Co. is already under contract in Ann Arbor performing this type of sidewalk replacement work; and

 

Whereas: Doan Construction Co. complies with the requirements of the City’s Conflict of Interest, Living Wage, Prevailing Wage and Non-discrimination ordinances;

 

RESOLVED, That $21,500.00 be appropriated from the General Fund Fund Balance to the existing 2022 Annual Sidewalk Repair Program Budget; thereby, increasing the project revenue and expenditure budgets;

 

RESOLVED, That the funds for the amended 2022 Annual Sidewalk Repair Program Budget be available without regard to fiscal year; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
