Memorandum
Attached for your approval is a resolution to authorize the award of a construction contract to A. Z. Shmina, Inc., in the amount of $837,000.00 for the Arbor Landings Lift Station Replacement Project.

The City operates and maintains eight sewage lift stations, which lift sewage from lower to higher elevations as needed to allow it to flow by gravity to the City's Wastewater Treatment Plant (WWTP) for treatment. An evaluation of all eight lift stations was performed during development of the 2004 WWTP Facilities Master Plan, which identified deficiencies and estimated the useful remaining life of each station.

Two of the lift stations were replaced prior to 2019 and one lift station, South Boulevard, is scheduled to be eliminated in FY 23. The remaining five lift stations were identified as needing replacement due to their age and condition and design documents for this work were prepared in 2019. Astor and Franklin Sewage Lift Stations were replaced in 2020. Work on Sequoia No. 1 and Sequoia No. 2 Lift Stations is on-going and scheduled to be substantially complete by October 2022. The Arbor Landings Lift Station is to be replaced beginning in FY 23 as scheduled in the City of Ann Arbor Capital Improvements Plan.

Solicitation of Proposals
RFP No. 22-32 was prepared along with project specific plans and contract documents. On April 26, 2022, three proposals were received for this work. A selection committee comprised of WWTP staff reviewed the proposals and determined which respondent was the best value based on the following criteria (as laid out in ORD-21-41, adopted by Council on January 3, 2022):
