Memorandum

Attached for your review and action is a resolution to approve a professional services agreement with Wade Trim Associates, Inc. (Wade Trim) in the amount of $285,524.06 to provide professional engineering services for the design of the new vehicle and pedestrian bridge (the bridge) in Gallup Park (RFP 22-51).

 

Budget/Fiscal Impact:  Funding is available from the federal American Rescue Plan Act (ARPA) funds that were allocated to this project.  City Council approved resolution R-22-096 to direct the allocation of ARPA funds, which allocated $2,300,000 toward the Gallup bridge project to be used for both design and construction of the project. 

 

Project Description:  The Parks and Recreation Open Space Plan identifies bridge repair as an on-going need and one of the major categories of capital project improvements.

 

The bridge was constructed in 1976 and has reached the end of useful life.  A 2018 inspection identified the need to “begin the process of investigating the replacement of this structure, including design, funding sources, etc., as the life expectancy of this structure has been reached, if not exceeded.”

 

In 2020, repairs were made to the bridge to extend its life until a replacement could be constructed.  Additionally, the City engaged the community to provide input on the design for the bridge’s replacement, as well as long-term plans for redeveloping the adjacent road and trail.  The City hired the team of Wade Trim and SmithGroup to lead the community engagement and concept plan design, which resulted in a recommended bridge design concept and a schematic master plan for the surrounding area.

 

The City is now engaging an engineering firm to provide detailed design engineering for the new replacement bridge and road and trail adjustments to the immediate area.  This scope of work includes the preparation of construction plans, specifications and estimates to allow the city to bid out this work for construction.

 

The project meets the sustainability goals of promoting active living and learning and providing transportation options, as the park bridges form important linkages in the non-motorized system in our community.  This project also supports the goal of having a safe community by minimizing the risk to public health from deferred bridge maintenance.

 

Solicitation of Proposals:  Park staff solicited proposals for design of the project through the City’s Procurement Unit (RFP No. 22-51). On June 16, 2022, only one proposal from Wade Trim was received for this work. 

 

Wade Trim is proposed to be the prime consultant for the project and provide overall project management as well as design services for the bridge.  Wade Trim’s team includes subconsultants of SmithGroup and NTH Consultants. SmithGroup will provide design services for the approach roadway alignment, natural features, and aesthetic improvements for the project.  NTH Consultants will provide geotechnical engineering, including obtaining soil borings and subsurface utility exploration to determine the precise locations for the various utilities located adjacent to the existing bridge. 

 

Wade Trim and SmithGroup worked on the schematic plan for this project and are familiar with the project needs and well qualified for the work.  A selection committee comprised of Park staff reviewed the proposal and determined the respondent, Wade Trim and their team, are responsible and qualified. 

 

Therefore, Staff recommends awarding a contract to Wade Trim in the amount of ($285,524.06) for the Design of the Gallup Park vehicle and pedestrian bridge. It is requested that a $285,524.06 contract amount be approved for the life of the project without regard to fiscal year.

 

Additionally, during construction the project will require construction inspection and oversight services.  It is the intent of City staff to have Wade Trim provide these services as well, but it is recommended to wait until further in the design process when there will be a better understanding of the scope of construction administration and oversight that will be needed.  Staff anticipates a contract amendment for these services to be approved by the City Administrator.

 

The Park Advisory Commission unanimously recommended approval of this contract at their June 28, 2022 meeting.

Whereas, Wade Trim Associates, Inc. has submitted all required Non-Discrimination, Prevailing Wage, Living Wage, and Conflict of Interest Disclosure forms and complies with the requirements of the City’s Non-Discrimination, Prevailing Wage, and Living Wage Ordinances;

 

Whereas, Funding for design is available from the American Rescue Plan Act funds which was allocated by City Council resolution R-22-096; and

 

Whereas, The Parks Advisory Commission recommended approval of this contract at their June 28, 2022 meeting;

 

RESOLVED, That City Council approves a Professional Services Agreement with Wade Trim Associates, Inc. in the amount of $285,524.06 for the Design of the Gallup Park vehicle and pedestrian bridge (RFP No. 22-51);

 

RESOLVED, That the funding for the contract be available without regard to fiscal year;

 

RESOLVED, That the City Administrator is authorized to take all necessary administrative actions to implement this resolution including the authority to approve amendments within the project budget; and

 

RESOLVED, That the Mayor and City Clerk are authorized and directed to execute the contract after approval as to substance by the City Administrator and approval as to form by the City Attorney.
