Title

Resolution to Authorize the Purchase of Two Toro Groundsmaster 7210 Mowers and Accessories from Spartan Distributors Inc. (Omnia Partners - $137,804.43)

Memorandum

The attached resolution authorizes the purchase of two new Toro Groundsmaster 7210 mowers with Polar Trac kits for $131,666.43 and one M-B MCT 60” mechanical broom at $6,138.00 for a total cost of $137,804.43 through the Omnia Partners, Public Sector cooperative purchasing program (#2017025) for use by the Community Services Area, Park Operations.

The two proposed mowers with Polar Trac kits will replace two 2014 Toro mowers with Polar Trac kits (#6880 and #6881), with 2,208 hours and 1,878 hours respectively, which are beyond their useful life. The proposed mechanical broom will replace a 2014 M-B 60” broom (#6459) with unknown hours of use which is also beyond its useful life. Existing additional equipment including two snow blades, two snow throwers and one mechanical broom are in reasonable shape and will be re-used with the new mowers.

The mowers are used by Park Operations staff to maintain park grounds and open spaces in the City. During the winter, the mower decks are removed, tracks and cabs installed, and the units are used to remove snow from parks, trails and other City properties.  These are very versatile pieces of equipment and are used year-round by staff.

The Toro Company was awarded contract #2017025 by the Omnia Partners, Public Sector (formerly National IPA) cooperative purchasing program for Grounds Maintenance Equipment. Spartan Distributors Inc., Sparta, MI, is a dealer of record for the Toro Company under the Omnia Partners, Public Sector contract.

Spartan Distributors Inc. complies with the requirements of the City’s conflict of interest and non-discrimination ordinances.

Budget/Fiscal ImpactAdequate funding for the purchase of this equipment is available in the FY23 Fleet Services Fund Operations and Maintenance budget and the FY23 General Fund Park Operations budget.

Each mower and the mechanical broom will be placed on 8-year replacement schedules which is consistent with our other pieces of grounds maintenance equipment. Park Operations will have an annual replacement cost of approximately $9,184.00 for each mower and $856.00 for the broom.

Green Fleet Policy:  The Green Fleet Committee approved the need for the replacement of this equipment, that the proposed replacement is consistent with the Green Fleet Policy and recommended the approval of this resolution.  The Sustainability and Innovations Manager has concurred with the actions of the Committee.
