Memorandum

Your approval is requested to authorize the purchase of polymer from Solenis LLC for the City’s Wastewater Treatment Plant (WWTP) at the unit price of $1.32/pound, at an estimated quantity of 225,000 pounds and total estimated cost of $297,000 for FY23.

 

The WWTP utilizes two gravity belt thickeners year-round to thicken biosolids from the secondary (biological) treatment process and three centrifuges during the winter months to dewater biosolids for disposal in a landfill. Biosolids must be conditioned with polymers to ensure functionality and optimal performance of the gravity belt thickeners and centrifuges, which makes the biosolids suitable for beneficial reuse by land application during the non-winter months and for landfill disposal during the winter months.

 

Plant staff has worked with several vendors to test various polymers to ascertain characteristics best suited to the WWTP’s biosolids thickening and dewatering equipment. After testing and deciding performance requirements, staff advertised for two specific polymers under invitation to bid, ITB No. 4714: SNF Polydyne, Clarifloc CE-1540 polymer and BASF Corp., Zetag 8846FS (US) polymer. Either of the two polymers could be used in both the gravity belt thickeners and the dewatering centrifuges. Therefore, pricing was requested for the same two polymers under ITB No. 4714 with pricing being firm for one year.

 

The following suppliers submitted a bid in response to ITB No. 4714:

                     Zetag 8846FS (US)                     ………$1.32/pound, delivered

 

Staff reviewed the bids, compared to ITB No. 4714 specifications and recommends that Solenis LLC be approved to supply polymer at the WWTP for FY23.

 

Additionally, it is recommended that the agreement be extended for up to three annual renewals and any price adjustments be tied to the producer price index for basic chemical manufacturing (PPI code 3251) if the supplier and the City Administrator agree.

 

Budget/Fiscal Impact: Funds to finance this purchase are included in the approved FY23 WWTP Operation and Maintenance budget for the Sewage Disposal System. Approved purchases for subsequent fiscal years are subject to the availability of funding.

Whereas, The City’s Wastewater Treatment Plant (WWTP) requires polymer as an essential component of its biosolids thickening and dewatering systems;

 

Whereas, Solenis LLC submitted the lowest responsible bid for supplying polymer to the WWTP per the specifications in ITB No. 4714;

 

Whereas, Sufficient funds have been budgeted in the approved FY 23 WWTP Operation and Maintenance budget for the Sewage Disposal System and approved purchases for subsequent years are subject to availability of funding; and

 

Whereas, Solenis LLC complies with the requirements of the Non-Discrimination Ordinance;

 

Resolved, That City Council approve a purchase order with Solenis LLC for the purchase of polymer in accordance with the terms of ITB No. 4714 ($1.32/pound delivered);

 

RESOLVED, That the City Administrator be directed to enter into a purchasing agreement in accordance with this resolution at an estimated cost of $297,000/year for the one-year term ending June 30, 2023;

 

RESOLVED, The Wastewater Treatment Services Unit Manager be authorized to purchase from another vendor if Solenis LLC is unable to provide this good in a timely manner;

 

RESOLVED, That the City Administrator be authorized to renew the purchasing agreement for up to three (3), one-year (1) periods after the initial one-year period provided both parties agree to an extension and subject to the availability of funding; and

 

RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this resolution.
