Resolution to Approve a Contract with Public Sector Consultants, Inc. for Community Engagement Services ($99,918.00)
Memorandum
The attached resolution requests authorization for a contract for services with Public Sector Consultants, Inc. for $99,918.00. Funds for this contract are included in the approved Major Grants Fund (00MG) budget as part of the approved American Rescue Plan Fund allocations (#R-22-096).

The City issued RFP 22-28 - Community Engagement Services in the winter of 2022. The City of Ann Arbor is developing an unarmed response program to respond to residents and community members who need crisis services, but who do not need a police response. As part of the development of this program, we would like to carry out a robust public engagement campaign that includes facilitated community conversations, small group sessions, and interviews with community members, civic leaders, leaders in relevant crisis support and human services organizations, and subject matter experts to ensure that a broad spectrum of voices are heard. The consultant for community engagement services will ensure that our efforts are meaningful and that the data/feedback we collect from community members and partners is organized and presented to city leaders in a logical and useful way.

The City received four responses (see attached). The RFP review committee met on April 8, 2022, and shared scoring for each of the responses. Scoring completed by each RFP committee member was done independently, and the RFP committee met after quantitative scoring had been completed. After reviewing the proposals and considering the scoring, the committee agreed to interview two firms. After the interviews were held the committee met and finalized a recommendation. The committee agreed unanimously to recommend Public Sector Consultants, Inc. because of the quality of their prior work, quality of testimonials from references, and excellent presentation.
