Resolution to Approve a Contract with Washtenaw County Allowing the Use of a County Owned Communications Tower located at 3616 Bemis Rd, Ypsilanti, MI 48197 for Emergency Responder Rescue Training

We recommend your approval of the attached agreement with Washtenaw County. Washtenaw County is allowing the use of a County owned communications tower located at 3616 Bemis Rd, Ypsilanti, MI 48197 for high-angle technical rescue rope training by the Washtenaw County Technical Rescue Team. The City of Ann Arbor has several firefighters who are members of the Washtenaw County Technical Rescue Team and who will be participating in this training evolution. This is a liability agreement between the City and County allowing City employees to participate in this training.
Budget/Fiscal Impact: Washtenaw County is offering use of this communications tower without a fee.

Whereas, Washtenaw County owns a communications tower at 3616 Bemis Rd, Ypsilanti, MI 48197;
Whereas, Washtenaw County has made use of this communications tower available for high-angle technical rescue rope training by the Washtenaw County Technical Rescue Team;
Whereas, The City of Ann Arbor has firefighters who are members of the Washtenaw County Technical Rescue Team and who will be participating in this training evolution; and
Whereas, The City and County have agreed on a liability agreement to allow City of Ann Arbor firefighters to participate in this training;
RESOLVED, That City Council approve a liability agreement with Washtenaw County allowing the use of a County owned communications tower located at 3616 Bemis Rd, Ypsilanti, MI 48197 for City of Ann Arbor firefighters’ participation in emergency responder rescue training;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
