Resolution to Authorize the Purchase of One Mini-Excavator from Alta Construction Equipment LLC (ITB# 4713 - $135,900.00)

Memorandum

The attached resolution authorizes the purchase of one new Yanmar Model SV100-2B mini-excavator with two attachments at a total cost of $135,900.00 for use by the Public Services Area, Utilities Operations.

 

The proposed mini-excavator will replace a 2009 Yanmar mini-excavator (#2851) with over 7,745 hours of use and which is beyond its useful life. The two new attachments will replace an existing 2009 Cal Breaker (#2852) and an existing 2009 Hudco Compactor (#2853).  The mini-excavator is used by the Public Works Unit for underground repair and replacement of water, sewer and storm lines.  With its compact size, the unit is ideal for working in roads and right-of-ways while minimizing lane shut downs and traffic impact.  The unit also has adequate reach for exposing most underground utility pipes while maintaining a small working footprint. This is a trailered piece of equipment and the existing trailer is in good shape and is not being replaced.

 

The City solicited bids for the mini-excavator through ITB# 4713 and five bids were received. The bid from Alta Construction Equipment LLC, Livonia, Michigan, was the only bid that fully complied with the specifications.    

 

Alta Construction Equipment LLC complies with the requirements of the City’s conflict of interest and non-discrimination ordinances.

 

Budget/Fiscal ImpactAdequate funding for the purchase of this equipment is available in the FY22 Fleet Services Fund Operations and Maintenance budget.

 

The new mini-excavator and attachments will be placed on a 10-year replacement schedule which is consistent with our other pieces of excavating equipment. The Public Works Unit, Utilities Operations will have an annual replacement cost of approximately $15,900.00.

 

Green Fleet Policy:  The Green Fleet Committee approved the need for the replacement of this equipment, that the proposed replacement is consistent with the Green Fleet Policy and recommended the approval of this resolution.  The Sustainability and Innovations Manager has concurred with the actions of the Committee.

Whereas, The Fleet & Facilities Unit needs to purchase replacement equipment for the City’s fleet;

 

Whereas, Competitive bids were received by the City through ITB# 4713 and Alta Construction Equipment LLC provided the lowest qualified bid;

 

Whereas, Alta Construction Equipment LLC complies with the requirements of the City’s Conflict of Interest and Non-Discrimination Ordinances; and

 

Whereas, Adequate funds for the purchase of this equipment are available in the approved FY2022 Fleet Services Budget;

 

RESOLVED, That City Council approve the issuance of a purchase order to Alta Construction Equipment LLC for the purchase of one new Yanmar SV100-2B mini-excavator in the amount of $110,800.00, one Indeco IHC75 Compactor in the amount of $7,500.00 and one Indeco HP1250 Breaker in the amount of $17,600.00 for a total amount of $135,900.00;

 

RESOLVED, That funds for the purchase of this equipment comes from the FY2022 Fleet Services budget with funds to be available without regard to fiscal year;

 

RESOLVED, That the equipment being replaced (no. 2851, 2852 and 2853) be sold at the next City vehicle auction after the equipment is removed from service; and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
