Resolution to Award a Contract with Quinn Evans Architects (QEA) for Project Design and Management Services for the Ann Arbor Municipal Center Dreiseitl Project ($111,400.00)

On Monday, July 20th 2009, Herbert Dreisietl presented a design proposal for a exterior sculpture project integrating storm water with separate related indoor installations in the lobby areas of the Ann Arbor Municipal Center buildings.
The Ann Arbor Public Art Commission (AAPAC) established a preliminary project budget of $750,000.00, including the cost of the design, fabrication, and installation of the art as well as any changes to the Municipal Center project under construction. These installations include:
A large format water feature sculpture with integrated glass pearls located at the east edge of the South Plaza adjacent to the Rain Garden
A two-dimensional Huron River graphic to be located on the custom blue glass wall in the Main Lobby of the Police Court Addition
A two-dimensional plant graphic to be located on the west wall of the new Larcom Building Atrium lobby
In addition to presenting to the Task Force, the AAPAC, and City Council, a Public Reception and exhibition of Mr. Dreiseitl's models and drawings were part of the presentation activities. All meetings were open to the public and over 500 individuals from the community attended during the day. The exterior model is on view on the 2nd floor of City Hall, along with illustrations of the project.
In preparation for the documentation phase of the proposal, the team of Quinn Evans Architects (QEA), Conservation Design Forum (CDF), Herbert Dreiseitl (HD), and City staff met to review the final design concepts for the art features, the impact on the Municipal Center project under construction, prepare preliminary cost estimates, and to conduct initial interviews of art fabricators and installers. Subsequently, Herbert Dreiseitl proposed to work with the local firms of Quinn Evans Architects (QEA) and Conservation Design Forum (CDF) with Herbert Dreiseitl maintaining artistic control as the project art consultant in collaboration with QEA and CDF. Quinn Evans Architects (QEA) will act as lead architects with Conservation Design Forum (CDF), Herbert Dreiseitl (HD), and contractors working as sub-consultants to Quinn Evans Architects (QEA);
Project implementation will occur largely through the effort of the local firms of Quinn Evans Architects (QEA) and Conservation Design Forum (CDF) who are already engaged in the Municipal Center Project. In response to a preliminary proposal from Quinn Evans Architecture for Professional Services related to the Herbert Dreiseitl artwork, two (2) meetings (Task Force and AAPAC) were held on Monday, October 19 to seek recommendations. Attached, you will find the recommendations of the Municipal Center Task Force and AAPAC and the December 16, 2009 budget from Quinn Evans Architecture showing the project estimate at $737,820.00. This request is to proceed with the exterior sculpture project design documentation. Once design work is completed, bids will be received from the fabricators and installers and authorization will be requested for project construction. The schedule anticipates installation in May, 2011.

Whereas, The Ann Arbor Public Art Commission (AAPAC) previously recommended renowned water artist Herbert Dreiseitl (HD) to propose a conceptual design for public art installations for the Municipal Center project ;
Whereas, Council approved a contract with Herbert Dreseitl in the amount of $77,000.00 on March 2, 2009 for the conceptual design;
Whereas, On Monday, July 20th 2009, Herbert Dreiseitl (HD) presented the art concept to the Municipal Center Task Force, the Ann Arbor Public Art Commission, and City Council;
Whereas, The Municipal Center Task Force members voted unanimously to accept the large format water feature sculpture with Glaspearles at the Municipal Center, including the contract amendment with Quinn Evans Architects;
Whereas, The Ann Arbor Public Art Commission (AAPAC) voted unanimously to accept the large format water feature sculpture with Glaspearles at the Municipal Center, including contracting with Quinn Evans Architects and further recommended that upon receiving more detailed budgets for lighting costs and water technologies, that the budgets be reviewed for potential savings;
Whereas, Ann Arbor Public Art Commission (AAPAC) recommends that City Council accept the proposal by Quinn Evans Architects (QEA) for design and project management and approve the contract with Quinn Evans Architects (QEA);
Whereas, The Ann Arbor Public Art Commission (AAPAC) established a project budget of $750,000.00, including the cost of the design, fabrication, and installation of public art as well as any required changes to the Municipal Center project under construction and sufficient funds are available in the Art in Public Places Fund without regards to fiscal year;
Whereas, Given QEA are the lead architects for the Municipal Center project into which this art installation will be incorporated, this team will maintain consistency with the overall project's design approach targeting LEED Gold Certification including, local (Michigan) resources to fabricate and install the art; and
RESOLVED: That City Council approve the contract with QEA in an amount not to exceed $111,4000.00 for design documentation and procurement of bids for fabrication and installation of the exterior sculpture proposed by Herbert Dreiseitl and recommended by the Ann Arbor Public Art Commission for the Ann Arbor Municipal Center;
RESOLVED: That the Mayor and City Clerk be authorized and directed to execute the Agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney;
RESOLVED: That the City Administrator be authorized to take the necessary
administrative actions to implement this resolution; and
RESOLVED, That the professional services agreement with QEA be funded from the Art in Public Places Fund without regard to fiscal year.
