Resolution to Approve a Purchase Order to Washtenaw Community College for the City’s Share of the Design and Construction Costs of a PRV/Meter Station ($100,000.00)

Attached for your approval is a resolution to authorize the issuance of a sole-source purchase order to Washtenaw Community College for the City’s share of the design and construction of a PRV/Meter Building located at the Arbor Land delivery point.
In a joint project with Washtenaw Community College, Pittsfield Township and the City of Ann Arbor, a Press Reducing Valve (PRV)/Meter Station will be constructed that will be utilized by all parties.
In recent years, this area of water main has had numerous breaks and has resulted in significant repair costs to the City. Washtenaw Community College has undertaken a project to address their water main issues and the City has an partnering opportunity to address a need in the system for a PRV/Vault Installation, which is included in our FY 2010 approved capital budget.
This installation will allow the City to subsequently abandon this stretch of water main which reduces our repair costs. In addition, the meter station will be an above ground structure, which eliminates the need for confined space entry maintenance resulting in improved worker’s safety and lower costs.
Washtenaw Community College is a Public Institution; therefore, is exempt from the Human Rights and Living Wage Ordinance.
