Attached for your review and approval is a resolution to authorize an emergency purchase order to Michigan Waterworks, Inc., for the repairs to the water main on State Street by I-94. This repair allowed emergency repairs to the University of Michigan KMS research building without interrupting service to other area water system customers.

While performing maintenance to the water system staff discovered a broken valve in the water system. At the time of this discovery, staff was in the process of going out to bid for valve insertions. Bids were not yet received or approved when this emergency situation arose. This section of the water main system serves a large area, including the University of Michigan KMS research building. The KMS building was suffering internal leaks. Due to the broken valve in the water system, the KMS building water could not be isolated. Because of the emergency nature of the leaks, the valve installation had to be completed without delay. Insertion of a valve to replace the broken valve avoided shutting down the water in a wider area and avoided interrupting service to many other properties.

As a result, staff requested emergency authorization from the City Administrator to perform the work pursuant to the authority granted him by City Code, Chapter 14, Section 1:317. As a follow-up to the approval by the City Administrator, per the City Code, we are reporting to you the expenditure for this emergency work and requesting approval to pay the contractor for the work performed.

Funding for the work is available in the approved FY10 Field Operations, Water Supply System operating budget.

Michigan Waterworks, Inc., received Contract Compliance and Living Wage approval on July 24, 2009.
